Starting and Running an Association in Austria in 2026

A cultural group, sports club or parents’ organisation may eventually need a formal legal structure. In Austria, associations (Vereine) are subject to clear rules, while many registration procedures are free or inexpensive. The following overview covers the process from founding an association to its operation and dissolution.

In brief

What counts as an association in Austria?

An association (Verein) is a voluntary, permanent organisation established under statutes for a specific, shared, non-material purpose. It must be founded by at least two people.

The founders must prepare the statutes (Statuten) and notify the association authority (Vereinsbehörde) of the association’s establishment, submitting a copy of the statutes. After a positive review, the association is established and may begin operating.

What must the statutes contain?

The statutes are the foundation of the organisation. The law provides a framework, while the remaining rules are set out in the statutes. They must include, among other things:

If the association wants to claim tax benefits, it must meet additional requirements. A model set of statutes can be used for this purpose.

Who runs the association?

Every association must have at least the following bodies:

The people authorised to represent the association externally (organschaftliche Vertreter) are defined by the statutes. The entire management body does not necessarily have to have representation powers.

People aged between 7 and 14 may join as members only with the consent of their legal representative.

Which deadlines apply?

If there is no management body within 1 year, the association is dissolved. Failing to report an election is an administrative offence, even if the previous management body was re-elected. The financial year does not have to correspond to the calendar year, but it cannot be longer than 12 months.

If, in two consecutive years, the usual income or expenditure exceeded 3 million euros, or public fundraising exceeded 1 million euros, an extended annual report and an auditor are required.

How much do the procedures cost?

An amendment to the statutes is reviewed within four weeks of receipt, or within a maximum of six weeks in justified cases. If no prohibition is issued during this period, the association may continue operating under the new statutes.

Where are the procedures handled?

The association authority is the Landespolizeidirektion, Bezirkshauptmannschaft or, in the cities of Krems/Donau and Waidhofen/Ybbs, the magistrate responsible for the association’s registered office. At the Landespolizeidirektion, booking an appointment online is recommended.

Every association is listed in the Ministry of the Interior’s Central Association Register (Zentrales Vereinsregister, ZVR). One of the representatives with e-government authorisation can also record a change of address or a new election online.

Liability and dissolution

The association is generally liable for its debts with its own assets. Office holders are personally liable only under a specific law or based on their own undertaking. If they work without remuneration, they are liable to the association only in cases of intent or gross negligence, unless otherwise agreed.

An association is dissolved if it violates criminal law, exceeds the scope of its activities or no longer meets the requirements for operating.

Frequently asked questions

How many people are needed to establish an association?

At least two. The management body must also have at least two people, and two financial auditors are required as well.

Can the association have a non-German name?

The name must be formulated in German and must refer to the association’s purpose.

How can I view an association’s details?

In the online ZVR search, you can obtain a standard extract free of charge using the association’s name, ZVR number or part of its name.

Is there a fee for notifying a new management body?

No. Reporting the election is free of charge, but it must be done within four weeks.

Practical steps for setting up an association

  1. Agree on the association’s shared, non-material purpose and identify at least two founders.
  2. Draft the statutes in German, covering the name, registered office, purpose, activities, funding, membership, governing bodies, dispute resolution and dissolution.
  3. Submit the notification of establishment and a copy of the statutes to the competent Vereinsbehörde.
  4. After the association is established, elect the management body and the financial auditors.
  5. Report the election within 4 weeks and ensure that the ZVR-Zahl appears on letters, emails and invoices.
  6. Keep the required financial records, prepare the income and expenditure statement within 5 months of the end of the financial year and arrange the financial audit within 4 months of preparing the statement.
  7. Use the ZVR to check the association’s registered information and to submit eligible changes online.
